Expression of interest for consultancy services for the development of technical designs for the proposed ACTS technology scaling and commercialization centre, at KONZA Technopolis.

The African Centre for Technology Studies (ACTS) is a leading Intergovernmental Science, Technology, and Innovation (STI) Policy Think Tank, established in 1988.  ACTS is mandated to support the African Countries and Institutions to harness Science, Technology, and Innovation (STI) for Sustainable Development. This mandate is achieved through quality STI policy research; policy engagement and outreach; technology brokerage; and capacity building. ACTS current Strategic Plan (2022-2026) focusses on the five program areas namely: Agriculture Food Security and Nutrition; Climate Resilient Economy; Science, Technology, Innovation, Knowledge, and Society; Youth Gender and Inclusive Development; and Digital Economy Program.

The Government of Kenya through Konza Technopolis Development Authority (KoTDA), is facilitating the development of Konza Technopolis City which is planned to be a world-class smart technology as a global centre for high technology and innovation Centre. In March 2023 ACTS acquired a 2.12-acre piece of land at Konza Technopolis where it plans to establish and leverage its Technology Scaling and Commercialization Centre. This Expression of Interest (EOI) is to seek expert consultancy services in development of architectural design, structural design, civil design, Mechanical Electrical and Plumbing (MEP) design, as well as a geo-technical report. The proposed project will provide the requisite infrastructure for spaces for digital innovation, incubation, and commercialization services for the government and private sector, innovators, and Micro and Small Medium Enterprises (MSMEs).   

ACTS Master Plan

In order to effectively make use of the Land, ACTS has developed a master plan for the site. The overall goal for the master plan is to maximize the ACTS land in the development of infrastructure for the current and future needs of the organization as well as enhance efficient utilization of the site. The master plan which has been developed through a highly participatory process envisages making ACTS a destination for those seeking a unique experience, creating a full experience for the visitor, and creating a conducive/ explorative working environment for the staff and clients.

The design concept takes into account several aspects based on site analysis including the environmental aspects such as decreasing the heat gain and providing adequate amounts of natural daylight, and the social aspect such as humans’ comfort, satisfaction, and productivity. The master plan provides an ACTS complex building consisting of four main interconnected structures (buildings) that can be developed independently. The master plan will be implemented in a phased approach.  Based on the master plan, the proposed structures on the site must meet the minimum standards provided by KoTDA of a smart city.

Phased Approach Construction.

It is estimated that the entire building area excluding the drive and walkways is 10,997 m2. It is proposed that there will be semi-basement 1 and Basement 2. (See Master Plan). The entire project will be implemented in four phases. Phase one will be the construction of Block A which has a total a total area of 3,750 inclusive of its own semi-basement vehicular parking. 

Invitation

We are inviting EOI from qualified and experienced firms with proven track record in handling projects of similar magnitude to undertake Phase I of the project. The firm should be able to provide expert consultancy services in architectural design, structural design, civil design, mechanical electrical and plumbing (MEP) design, as well as a geo-technical report. Specifically and in line with ACTS Master Pan the firm should provide the following essential components:

  1. Architectural Design: Creation of a functional and aesthetically pleasing office space that aligns with our organizational values and operational needs.
  2. Structural Design: Development of a robust and safe structural framework that ensures long-term durability and resilience.
  3. Civil Design: Efficient utilization of space and resources, focusing on sustainability and environmental considerations.
  4. Mechanical, Electrical, and Plumbing (MEP) Design: Integration of efficient MEP systems to support the operational efficiency and comfort of our staff.
  5. Geo-technical Report: Comprehensive assessment and recommendations to guide foundation design and construction.
  6. Quantity surveying: Presenting detailed information on the cost of particular elements of work on a periodic basis to enable payment for those works carried out & provide client with bill of quantities for tendering purposes.

Requirements

The interested firms should submit the following.  

  1. Cover letter expressing interest in undertaking the project
  2. A detailed proposal outlining its approach, methodology and project timelines,
  3. Statement of Qualifications- Evidence of and relevant experience with similar projects in Kenya or in the African region.
  4. Any certifications or affiliations that underscore its commitment to delivering sustainable and innovative design solutions.
  5. Demonstrate compliance with the professional and statutory requirements from the relevant professional bodies and the Government of Kenya.
  6. A financial proposal outlining a fee structure in Kenyan Shillings (KES). A detailed professional fee estimates for each service, inclusive of any applicable taxes and charges.
