The African Centre for Technology Studies (ACTS) is a pioneering development research think tank on harnessing applications of science, technology and innovation policies for sustainable development in Africa, founded in 1988 to pursue policy oriented research towards strengthening the capacity of African countries and institutions to harness science and technology for sustainable (STI) development. ACTS envisions a sustainable economic, social and environmental future for Africa through STI and is committed towards supporting African countries and institutions through 5 programmatic areas: Agriculture, Food and Nutrition Security (AFNS), Climate Resilient Economies (CRE), Science, Technology, Innovation, Knowledge and Society (STIKS), Digital Innovation and Knowledge Economy (DIKE) and Gender, Youth and Inclusive Development (GYID).

Project Overview

The Blue Empowerment Project, implemented under the Climate Resilient Economies (CRE) Programme, is a low-carbon, gender-transformative initiative aimed at empowering fisherwomen in Kenya's coastal region. By adopting climate-smart integrated multi-trophic aquaculture (IMTA) of seaweeds and fish, the project seeks to improve livelihoods and resilience. This initiative aligns with Sustainable Development Goal (SDG) 5 on gender equality and Kenya Vision 2030.

The project's core objectives include:

  • Profiling gender-responsive challenges, potentials, and opportunities for the commercial and sustainable adoption of fish-seaweeds IMTA.
  • Mapping socio-technical pathways to support enabling policies, technology uptake, and governance frameworks for IMTA adoption and fisherwomen empowerment.
  • Designing, testing, and optimizing gender-transformative fish-seaweeds IMTA solutions for socio-economic empowerment, COVID-19, and climate change resilience.
  • Promoting knowledge translation, dissemination, and learning for IMTA systems upscaling, and responding to climate change and COVID-19 strategies in Kwale and Kilifi counties.

The project consortium includes the African Centre for Technology Studies (ACTS), Kenya Industrial Research and Development Institute (KIRDI), Kenya Marine and Fisheries Research Institute (KMFRI), Bahari CBO, Kenyatta University, Sea Moss Corporation, and the people of Kilifi and Kwale Counties.

Call for Documentary Production

We are inviting Expressions of Interest (EOIs) from consultant firms to produce a documentary video that highlights the Blue Empowerment Project's impact and perspectives from various stakeholders on empowering fisherwomen through IMTA of seaweeds and fish. The documentary will showcase current practices, challenges, and opportunities in the aquaculture sector, featuring businesses and stakeholders from the local community.

Scope of Work

  • Develop a comprehensive script for the documentary.
  • Create a detailed storyboard to visualize the documentary flow and structure.
  • Identify suitable locations relevant to the project activities.
  • High-quality filming and editing using HD quality video cameras and professional editing software.
  • Incorporate animations, graphics, and charts to enhance storytelling.
  • Capture supplemental footage to support the narrative, including shots of the environment, project activities, and community interactions.
  • Provide translations and subtitles for different languages to ensure the documentary is accessible to a wider audience.
  • Ensure all necessary permissions, licenses, and releases are obtained for filming locations and individuals featured in the documentary.
  • Conduct interviews with key informants, including select fisherwomen, Sea weed farmers, local community leaders, work package leads/team and experts in aquaculture (approximately 6-12 interviews, some conducted online).
  • Record and edit narration/voice-over as needed.
  • Ensure audio quality and balance in the final product.
  • Archive raw and edited footage.

Key Deliverables

  • A detailed storyboard outlining the documentary flow.
  • Provide progress reports during key stages of production.
  • Short promotional clips for social media and other platforms.
  • A draft documentary narrated in both English and Swahili for comments on content and presentation.
  • A final edited high-quality documentary narrated in both English and Swahili
  • Appropriate cover shots and B-rolls.
  • Provide raw footage and photos taken during the assignment.
  • A comprehensive report detailing the production process, challenges encountered, and recommendations for future projects.

Qualifications

  • Extensive experience in producing documentaries, especially in the environmental sectors, for international organizations aimed at local and international audiences.
  • Demonstrated technical expertise in film production including camera work, sound, and lighting.
  • Proven ability to tell compelling stories through video.
  • Experience working in diverse cultural contexts.

Duration

The assignment is expected to take 30 days from the date of signing the contract, with a detailed timeline including milestones and deliverables to track progress and ensure timely completion.

Intellectual Property

All information pertaining to this project (documentary, audio, digital, project documents, etc.) remains the property of ACTS and the project partners. This information shall not be disclosed to the public or used without written permission from ACTS and partners.

Equipment

The consultant will provide any equipment needed to complete this assignment.

Management

The consultant will work closely with and under the supervision of the Blue Empowerment Project Team.

Payment

Payment for this consultancy will be made in three instalments:

  • 20% upon signing and provision of script and storyboard.
  • 40% upon delivery of the draft documentary.
  • 40% upon satisfactory completion of the work.
