Terms of Reference for Consultant to Develop Modules, Train, Coach, and Mentor Women Groups in Kenya

Background:
The women groups in Kenya, organized into Savings and Credit Cooperative Societies (SACCOs), are seeking to engage in blue economy investments, specifically in the areas of seaweed cultivation and aquaculture of fish. These women require training, coaching, and mentoring in governance, financial management, safeguarding, and inclusion in order to successfully develop and manage their business ventures.

Scope of Work:

1. Module Development (5 days):

  • Conduct a rapid needs assessment to understand the specific requirements and challenges of the women groups in Kilifi and Kwale related to blue economy investments.
  • Co-Develop training modules (with the selected project team) tailored to address the needs and areas of improvement identified in the needs assessment, with a focus on governance, financial management, safeguarding, and inclusion within the context of blue economy investments.

2. Training, Coaching, and Mentoring (20 days):

  • Deliver eight in-person two-day training sessions to equip the women groups with the necessary knowledge and skills for successfully managing their SACCOs while engaging in blue economy investments.
  • Provide eight half day coaching and mentoring support to ensure the practical application of the training modules, troubleshoot challenges, and provide guidance on best practices.

3. Location:

  • The consultant should be based in or have a good understanding of the local context in Kilifi and Kwale to effectively address the specific needs of the women groups in the region.

4. Understanding SACCO Requirements:

  • The consultant must have a comprehensive understanding of SACCO requirements, particularly related to governance, financial management, safeguarding, and inclusion, to tailor the training and support to meet these specific needs.

5. Reporting:

  • Submit progress reports at regular intervals, detailing the activities undertaken, challenges faced, and outcomes achieved.
  • Provide a comprehensive final report documenting the impact of the training, coaching, and mentoring on the participating women groups.

Qualifications:

  • Demonstrated expertise in developing and delivering training modules, coaching, and mentoring services, particularly in the areas of governance, financial management, and inclusion.
  • Knowledge and experience in blue economy investments, particularly seaweed growing and aquaculture of fish.
  • Familiarity with the unique challenges and opportunities faced by women groups within the SACCO framework.
  • Understanding of the local context in Kilifi and Kwale.
  • Excellent communication and interpersonal skills to effectively engage and support the women groups.

Duration:
The consultancy is expected to last for a maximum period of six months.

Budget:
The consultant is expected to provide a detailed budget proposal outlining the costs associated with delivering the training, coaching, and mentoring services to the women groups.

  • Relevant experience and expertise.
  • Understanding of SACCO requirements and blue economy investments.
  • Proposed approach and methodology.
  • Budget and value for money.
